We're looking for someone who has software development running through their veins. You are passionate about Java and Web technology, you love challenging assignments and are able to translate customer requirements into smooth running, nice looking, well designed solutions. Problem solving is your second nature, you do this in a methodical and precise way. You are a team player, willing to share and learn, but also capable of individually bringing a project to a good end. 

You hold a master degree in informatics/engineering, or a bachelors degree with relevant skills and experience for at least 2 years. You keep track of latest trends and developments in software engineering. You speak fluent Dutch and/or English. 

You master the following technical skills: 

  •  Object orientation 
  •  Java of a relevant other OO language like C# (.NET) 
  •  Web development technology like HTML, CSS, JavaScript 
  •  Database knowledge: SQL, database design 
  •  Software practices such as Unit testing, Design patterns, modelling techniques (UML) 

Following skills are a plus: 

  •  Feeling for modern graphical design and usability (mobile, apps, web)

What you will do 

You will be assigned to a variety of software development activities, which include functional/technical analysis, architectural design, implementation, and testing of advanced web GIS solutions and high quality business applications. 

Most of the time you will operate in a scrum team. Occasionally you will meet with our clients to discuss business requirements and intermediate deliverables.

From  September 26 - 30  Geosparc is at the INSPIRE Conference 2016 in Barcelona.

INSPIRE is about efficiently sharing digital spatial data related to the environment between public authorities at all levels of government, across borders and with the public at large. Such requires effective coordination between all authorities involved and a high degree of legal and technical interoperability, which is also pursued in the context of the EU Digital Single Market.

As such, the INSPIRE Conference 2016 aims to show how the implementation of INSPIRE contributes to the European Interoperability Framework and the EU's digital economy in general.

Together with 3 partners Geosparc showcases a very nice INSPIRE solution: INSPIRE GIS.  

We saw a need to simplify INSPIRE for people who provide data sets falling under the Directive. We want to make INSPIRE services valuable through making it easy to publish and to use INSPIRE data, and we want to make it easy to use INSPIRE as an opportunity to improve business processes.

What is INSPIRE GIS?

INSPIRE GIS is an easy to use solution for data providers and users implementing INSPIRE. It makes data harmonisation and publishing, including metadata generation, really simple. Through usage of cloud technology, it’s highly cost effective, scalable and robust.

Why should a government be interested in INSPIRE GIS?

Through the integrated data modeling and data transformation tools, INSPRIE GIS enables you to get much more value from the INSPIRE data than if you just do the minimum afforded. INSPIRE GIS is much more cost-effective than existing solutions. Finally, you can use INSPIRE GIS to cover multiple bases – including environmental and statistical reporting.

 

The scope of geospatial data extends far beyond environmental, social and economic analysis, a study by UN-GIMM: Europe has found. Research by the regional committee of experts shows that information about location also plays a key role in implementing policy to help address a wide range of concerns at regional, national and global level. The report, which is the first deliverable of the Working Group on core data, has identified 14 INSPIRE themes which can support the UN’s sustainable development goals (SDGs) and meet user needs for authoritative, harmonized and homogeneous framework core data.

UN-GGIM: Europe will now contribute its findings to help establish an agreed set of global fundamental geospatial data themes to meet the need for harmonised transboundary and transnational information.

“We know that many of the SDGs require dependable geographic information to measure, monitor and manage sustainable development,” says Chair of the UN-GGIM: Europe Executive Committee, Bengt Kjellson from Sweden.

“Core data may be used as a framework on which other richer, more detailed, thematic geospatial and statistical data rely. UN-GGIM: Europe believes that it should be produced once for national and regional uses with maximum resolution, and then provided to international users if necessary through generalising and aggregating processes.”

“Our research has focused on determining which themes within INSPIRE are useful for this process using case studies from Member States. We have also found substantial agreement in the definitions of fundamental data used by a number of projects from across the world.”

“By cross-referencing these findings, we conclude that there are 14 reference data and thematic INSPIRE themes that can help to unleash the power of where to help make the world a better place.”

The INSPIRE themes identified as ‘core’ for the SDGs are:

  • Administrative themes that provide a hook for integration with other data; namely administrative units, statistical units, geographical names, addresses, cadastral parcels, area management/restriction/regulation and reporting units, and governmental services.
  • Themes that provide a topographic description of a territory: elevation, land cover, land use, orthoimagery, buildings, transport networks and hydrography.

In Kortrijk wordt veel gebouwd en verbouwd. Wie zaken zoals een container, verhuislift of kraan wenst te plaatsen op het openbaar domein kan dit voortaan volledig digitaal aanvragen. Per jaar krijgt de stad meer dan 3.000 aanvragen voor innames van het openbaar domein. De hele procedure kan voortaan digitaal worden afgehandeld: van de aanvraag tot en met het verkrijgen en betalen van de toelating. Dit is een nieuwe stap vooruit voor Kortrijk Renoveert, dat de Kortrijkzaan aan het renoveren wil krijgen. Het is ook een volgende stap in de uitbouw van het Thuisloket, een ambitie uit het ICT beleidsplan.

Wie het openbaar domein wil innemen, moet een toelating aanvragen. Deze nieuwe toepassing kan gebruikt worden voor volgende toelatingen: inname openbaar domein (3000 aanvragen per jaar n.a.v. werken en verhuisbewegingen), aanbrengen uitstallingen (200 per jaar), plaatsen van horecaterrassen (50 per jaar), aanbrengen werfafscherming (25 per jaar). Innames in het kader van evenementen verlopen momenteel nog via een apart evenementenloket dat in een latere fase nog wordt uitgebreid.

Schepen van ICT Philippe De Coene: “In 2013 realiseerden we één digitaal aanspreekpunt voor de vier betrokken diensten: Stadsplanning, Mobiliteit, Parko en Politiezone Vlas. Nu gaan we nog een stap verder. Je kan van thuis uit, de klok rond, een aanvraag indienen en volledig afhandelen. Ook de Stad, Parko en de Politiezone hebben baat bij deze digitale vereenvoudiging, die tal van manuele tussenstappen uitschakelt.”

Schepen van Bouwen en Wonen Wout Maddens: “Nu kan alles via één aanvraag en doorloopt het gebruiksvriendelijke systeem automatisch de noodzakelijke stappen. Je kan zelf op een slimme kaart aanduiden waar je de container, kraan of lift wil plaatsen. Je krijgt dan ook onmiddellijk melding indien er op hetzelfde moment en dezelfde plaats al werken of een anderen inname gepland zouden zijn. Je krijgt onmiddellijk te zien hoeveel het zal kosten en je kan online betalen.”

Schepen van Mobiliteit en Infrastructuur Axel Weydts: “De nieuwe aanpak is eenvoudig, duidelijk en overzichtelijk. Via dezelfde weg kan je aangeven of je parkeerverbodsborden nodig hebt. Parko koppelt dit systeem ook aan de nummerplaatherkenning in het winkel- en wandelgbied.”

De communicatie rond de hele aanvraag verloopt per mail. Je aanvraag wordt behandeld en je krijgt via mail de vraag tot online betaling. Zodra de betaling in orde is, krijg je de toelating inname openbaar domein in jouw mailbox. Het is dus niet langer nodig om nog via overschrijving te betalen of documenten af te halen. Interessant om weten is dat de behandeling van een inname zonder hinder drie dagen in beslag neemt. Voor een inname met hinder, waarvoor je als aanvrager een signalisatiemachtiging nodig hebt, duurt de behandeling tien dagen.

De toepassing van firma Geosparc uit Gent betekent een investering van bijna 73.000 euro en een jaarlijkse onderhoudskost van 7.500 euro. Alle vergunningen worden onmiddellijk toegevoegd aan een globale Vlaamse databank voor hinder op het openbaar domein (GIPOD databank van Agentschap Informatie Vlaanderen). Dit draagt bij tot meer transparantie en kan mogelijke conflicten met andere aanvragen of werken voorkomen. Iedereen kan de databank raadplegen via http://www.geopunt.be/hinder-in-kaart. De informatie is ook meteen beschikbaar als open data (http://opendata.vlaanderen.be/dataset?q=gipod) en zo klaar voor integratie in allerhande toepassingen zoals apps voor navigatie.

 

 

The INSPIRE Directive launched by the European Union in 2007 has lead to a number of solutions being created in order to solve the problem of converting existing geospatial data into data that meets the INSPIRE Directive standard. But, even before the directive was launched, there were a number of solutions developed that could convert country specific data into a more ‘standard’ format. These solutions largely came in the form of ETL (Extract, Transform, Load) tools which assist only in the conversion of simple data types. Because every European member state has its own data in its own format, these ETL tools only separately convert every type of data for every member state. They don’t provide a singular conversion method that can transform any type of data to meet the INSPIRE standard.

Geospatial software developer Pieter De Graef from Geosparc has been instrumental in the development of such a data-conversion solution at DOV (Databank Ondergrond Vlaanderen - Database Subsoil Flanders). While the solution has been very useful, it does not provide a one-size-fits-all solution to converting different types of data, and only supports very basic conversion algorithms. Each converted map is configured in its own individual manner, meaning that no two datasets can be converted in the same way. “The solution works if you have one or two datasets, but if you have hundreds, you need more automation. Besides, we still have no way of supporting the more complex conversions that INSPIRE requires” says Pieter.

If the INSPIRE Directive is to be fully instituted across all of Europe in an efficient and cost-effective manner, it will necessitate a solution with greater flexibility. The new solution will need to be user-friendly to the degree that it doesn’t require a programmer to operate it. If such an application were to be created, hundreds of geospatial datasets could be converted to meet INSPIRE Directive standards in a short time. That’s why Pieter is now working as one of the top developers on an open source web GIS solution called INSPIRE>>GIS. The finished INSPIRE>>GIS solution will be able to simplify the data conversion process, making it possible for companies to easily meet the INSPIRE standards without having to hire a programmer. Automation will be key to the application’s purpose, as datasets will be able to be periodically converted to meet the INSPIRE Directive standards with the use of a simple user interface. In addition to this, it will allow for users to visualize and analyze the converted data.

The geospatial INSPIRE solution is still being worked on and fine-tuned, and several companies are already using aspects of it to convert existing geospatial data into data that meets the INSPIRE Directive standards. Importantly, INSPIRE>>GIS is capable of converting different types of data from any part of Europe, making it a one-size-fits-all data conversion tool that provides quick and easy conversion.

DOV’s application has been a source of inspiration for INSPIRE>>GIS. By being innovative in the creation of tools and applications that can convert and manage geospatial data, DOV has provided a perfect case study to prove that a data conversion application can be a reality and save costs in the process of converting geospatial data to meet the INSPIRE standards. DOV has been vital in the geospatial data conversion process from 1996 to the present. With the capacity to save money and increase efficiency, INSPIRE>>GIS and similar solutions could be just as vital to DOV in the future.
